首鋼工業(yè)基地現(xiàn)狀資源調(diào)研及主廠區(qū)后工業(yè)景觀改造規(guī)劃

摘要

　　2003年，在北京建設(shè)國(guó)際化大都市和籌辦2008年奧運(yùn)會(huì)的新形勢(shì)下，首鋼服從和服務(wù)于首都的大局，進(jìn)行大規(guī)模的停產(chǎn)，并籌備搬遷。首鋼工業(yè)區(qū)搬遷后，工業(yè)廢棄地的使用就成為首先要解決的問(wèn)題，首鋼石景山主廠區(qū)占地面積7.07平方公里，家屬區(qū)3平方公里。另外，特鋼公司、首鋼重型機(jī)器廠工廠及家屬區(qū)占地1.67平方公里。規(guī)劃范圍共計(jì)8.08平方公里。該地區(qū)與市區(qū)交通聯(lián)系便捷、基礎(chǔ)設(shè)施良好，是城市發(fā)展難得的拓展空間。土地資源的稀缺性使其有必要實(shí)現(xiàn)最佳用途，以提高城市整體土地資源利用效率。首鋼的前身為石景山鋼鐵廠，建于1919年，是中國(guó)近代最早的鋼鐵廠之一，見(jiàn)證了中國(guó)鋼鐵工業(yè)發(fā)展的歷程。首鋼在中國(guó)鋼鐵史上創(chuàng)造了數(shù)個(gè)第一，也留下了特色鮮明的鋼鐵工業(yè)景觀。其中生產(chǎn)過(guò)程中用于冷卻水的涼水池、具有標(biāo)識(shí)性和歷史意義的煉鋼高爐、大跨度單層廠房等等都是潛在的工業(yè)遺產(chǎn)。石景山廠既包含石景山山體、永定河水體等自然景觀元素，又具有區(qū)級(jí)文物保護(hù)單位石景山古建筑群、石景山古井等承載當(dāng)?shù)貧v史文化的人文景觀元素，它們作為地區(qū)特色的物質(zhì)載體，應(yīng)在規(guī)劃中予以充分的尊重并得到妥善處理。

　　本研究以分析首鋼搬遷面臨的問(wèn)題為切入點(diǎn)，有針對(duì)性的選取國(guó)內(nèi)外老工業(yè)基地改造的案例，供搬遷工作人員借鑒和參考。考慮到首鋼主廠區(qū)面積較大，搬遷涉及問(wèn)題較復(fù)雜，研究采用通過(guò)系統(tǒng)研究西方后工業(yè)景觀的實(shí)踐經(jīng)驗(yàn)，加以綜合整理，從而借鑒和學(xué)習(xí);系統(tǒng)性的對(duì)首鋼工業(yè)區(qū)現(xiàn)狀資源進(jìn)行理性分析，為進(jìn)一部的規(guī)劃設(shè)計(jì)奠定基礎(chǔ)；再充分借鑒西方經(jīng)驗(yàn)，掌握現(xiàn)狀資源的基礎(chǔ)上，進(jìn)行跨越尺度，層次深入的規(guī)劃設(shè)計(jì)，從不同的角度給首鋼搬遷工作以啟示和指導(dǎo)。

Abstract

　　In 2003, under the preparation for the 2008 Olympics, Shougang subordinated to the overall situation of the capital for large-scale production, and prepared for the relocation. For the relocation of industrial zones, the use of industrial waste land have become the first problem to solve. Shougang main factory covers 7.07 square kilometers, three square kilometers of families area. In addition, the Special Steel Company, Shougang heavy machinery factories and factory housing area are of 1.67 square kilometers. Total planning scope is 8.08 square kilometers. The urban areas which has convenient transport links, with a good infrastructure, is a rare space to develop.Shougang's predecessor in Shijingshan which was built in 1919, is the first modern steel industry in china, witnessed the development of China's iron and steel industry in the past. History of shougang in China,as the first modern steel industry ,leaved the most distinct features of the industry landscape. The cooling pond, Large Span factories and so on is the potential industrial heritage. Shijingshan factory contains both Shijingshan Hill, the Yongding River and other natural landscape elements. Shijingshan ancient buildings, Shijingshan old well which is district-level units is to be protected. Also the local historical and cultural elements of the cultural landscape. The planning should be fully respected and properly handled.

　　The analyze of the Shougang relocation problems is the focal point, we selected domestic and international transformation of the old industrial base relocation for reference. the main factory  of Shougang relocation involves more complicated issues. We can learn from the  Research used by the system in Western post-industrial landscape of practical experience, thereby, the systematic industrial zone of the status resources in Shougang and the analysis and planning lay the foundation for the design; drawing on Western experience and resources of the status, From a different perspective to the relocation of Shougang inspiration and guidance, we can do in-depth planning and design.
